General tullius headcanons is a general of the Imperial Legion and the military governor of Skyrim. In Solitude, you can find him inside Castle Dour. The Imperial Sword he carries is part of his armor. The first time we see General Tulius Headcanons is at Helgen as he preside over the attempted execution of Ulfric for rebelling against Imperial authority and murdering Torygg, Skyrim’s high king. Ulfric and the other captured rebels were able to escape back to Windhelm to reorganize, however, as a result of Alduin’s attack on the garrison of Helgen. General Tullius Headcanons leads his men in an attempt to defend Helgen so that the citizens can evacuate, but the soldiers soon have to leave the town themselves. General Tullius Headcanons survives the attack and retreats to Castle Dour in Solitude to regroup.
Political views
General Tullius Headcanons is said to be against the White-Gold Concordat and to resent the Thalmor, something he ironically has in common with his nemesis Ulfric Stormcloak. General Tullius Headcanons makes a thinly veiled agreement with Ulfric in front of Elenwen in the quest “Season Unending,” when Ulfric expresses his ire at the Thalmor’s presence at the negotiations in High Hrothgar. General Tullius Headcanons headcanon displays ignorance and disinterest in the history and culture of the Nords. In contrast, if the Dragonborn wins the Civil War, then General Tullius Headcanons will say that while he “will never understand these Nords,” he has come to appreciate them, stating that “the harshness of Skyrim has a way of carving a man down to his very essence.”
Battle for Windhelm
In order to boost his troops’ morale and lead the siege of Windhelm as it is bombarded by catapult fire from the Eastmarch Imperial Camp, General Tilius Headcanons will deliver a speech. After following the player across the city, he and Legate Rikke will arrive at the Palace of the Kings. When the general arrived, he ordered Ulfric and his second-in-command, Galmar Stone-Fist, to surrender, making it clear that, whatever the outcome, he would be sending their heads back to Cyrodiil to present to the Emperor. Following the fight, Ulfric will tell Tullius to let the Dragonborn kill him, stating this will make for a better song, but the player may refuse and let the general do it.
Battle for Solitude
General Tullius Headcanons and Legate Rikke are defeated if the Dragonborn joins the cause of the Stormcloaks. Ulfric Stormcloak offers the Dragonborn the chance to personally kill Tullius after a brief exchange of words. In either case, General Tullius Headcanons will be killed, whether the Dragonborn defer to Ulfric or end his life themselves. General Tullius Headcanons concedes to Ulfric and the Stormcloaks that the Third Empire was decadent and that Skyrim faces an uncertain future, but before he dies he warns Ulfric that the Imperials aren’t the villains and that the Civil War ultimately benefited the Thalmor and the Aldmeri Dominion.
